Compilation grading system
The standard establishes a three-level compilation system: overall construction organization design of a single project → construction organization design of a unit project → technical measures for sections/sub-projects. Special projects need to be compiled separately:
- Special demonstration is required for vertical/inclined shafts with a depth exceeding 500m
- Additional support schemes are required for surrounding rock of Class IV and above
Dynamic management mechanism
The construction organization design needs to be dynamically updated in five stages:

- Large chamber: smooth blasting residual hole rate ≥65%
