1 Introduction

1.1 Overview
Perimeter intrusion alarm system is an important part of nuclear facility physical protection system and is the peripheral system of the entire physical protection technical prevention system. As for prevention for outside illegal intrusion, it begins from perimeter intrusion alarm system. It is important for outside intrusion prevention. The ultimate aim of establishing this system is to detect the outside intrusion as early as possible so as to get more response time for the response force. Whether its design and installation are standard is directly relevant to the effectivity of the entire physical protection system and the safety of nuclear facility.
Generally, perimeter intrusion alarm system consists of detection, signal transmission, control, display, alarm re-check, recording and power supply units, etc.
1.2 Purpose
This guideline is compiled to provide a guidance specification for the design and installation of nuclear facility perimeter intrusion alarm system.
1.3 Scope
This guideline places emphasis on the description of detection unit. As for other units, only the basic requirements are given, and there are no more specific descriptions.
This guideline is applicable to the perimeter intrusion alarm system of all the civil nuclear facilities.

2 Basic Principles

The design and installation of perimeter intrusion alarm system shall comply with the basic principles stated hereby.
2.1 Principle Based on Risk Rating and Design Basis Threat
Risk rating and design basis threat are two important factors which must be considered during system design. Nuclear facilities with different risk ratings have different protection requirements, therefore, they shall be designed differently; as for nuclear facilities with the same risk rating, the defense capability of the system shall be different in allusion to different design basis threats.
2.2 Principle of Combining Site Ambient Conditions
Any kind of perimeter intrusion detector has its appropriate operating environment (including landform, climate, background noise, soil, wild animals and plants), and it is impossible for it to independently and effectively operate in all environments. Therefore, during system design and installation, suitable detector shall be selected according to site ambient conditions and reasonably installed. In perimeter detector selection, the following environmental factors shall be taken into consideration:
1) Perimeter barrier and isolation zone conditions:
2) Soil types and conditions;
3) The quantity of detection sections to be properly divided and the length of detection section of perimeter;
4) Nearby road, airport, river, railway and their traffic conditions;
5) The conditions of drain ditch, pipe, embedded line and public facilities passing through the perimeter;
