Introduction

Analysis of the core content of the standard

Elements Requirements of HJ 1148 Differences in conventional acceptance reports
Monitoring scope Material with uranium (thorium) series nuclide activity concentration >1Bq/g must be covered Only focus on conventional pollutants
Report structure 11 normative chapters + Appendix A Usually 6-8 chapters
Special requirements It is necessary to provide nuclide balance diagram and the implementation of the "three simultaneous" of radioactive pollution prevention and control facilities No such special requirement

Key Terms

Associated Radioactive Minerals: Clearly defined as non-uranium (thorium) minerals with a single nuclide activity concentration exceeding 1Bq/g in the uranium (thorium) series. This threshold is consistent with the GB 18871 protection standard.

Actual Application Case

During the acceptance of a rare earth smelting project, it was found that the activity concentration of thorium-232 in the tailings reached 3.2Bq/g. According to clause 3.1 of the standard, it was determined to be associated radioactive solid waste, and a special storage facility must be built in accordance with the requirements of Appendix A.4.2.3.

Technology Evolution Analysis

This standard has established a complete acceptance monitoring technology system for associated radioactive mines for the first time. Its innovations are as follows:

  1. Establish the nuclide balance analysis method (Clause A.3.5)
  2. Introduce the storage technical specification requirements of HJ 1114
  3. Clear the acceptance condition judgment standard (Clause A.7.1)

Implementation Suggestions

Links Operational Points Common Problems
Monitoring Preparation Key VerificationCertificate of calibration of γ dose rate meter and α/β surface contamination meter Ignore the matching of instrument detection limit and standard limit
Report preparation Must include a comparison table of radioactive pollution prevention and control facilities (A.4.1) Missing comparison of design indicators and actual treatment efficiency

Note: Acceptance monitoring should pay special attention to the selection of monitoring methods for radon and its progeny in airborne effluents (Clause A.8.1).
