Introduction
Background of Standard Formulation and Technological Evolution
In order to implement seven environmental protection laws and regulations, including the Environmental Protection Law, the Ministry of Ecology and Environment issued my country's first self-monitoring technical standard for the onshore oil and gas extraction industry in 2022. This standard integrates 12 existing specifications, including GB 39728 and HJ 819, and adds monitoring requirements for special equipment such as steam injection boilers for heavy oil extraction and heating furnaces for oil and gas fields, to strengthen the control of VOCs unorganized emissions.

Special monitoring scenario specifications
Special requirements for heavy oil production
Requirements for steam injection boilers (power> 16.1MW): Particulate matter and SO₂ are monitored quarterly, and NOx is automatically monitored. The case shows that after installing SCR denitrification facilities in an oil field, the emission concentration dropped from 150mg/m³ to 30mg/m³.
Environmental quality impact monitoring
Surrounding soil must be tested for petroleum hydrocarbons (C10-C40) indicators, and groundwater monitoring adds C6-C9 component analysis. Monitoring of a gas field found that the soil TPH around the gas gathering station exceeded the standard by 3.2 times, triggering remediation measures.
Implementation suggestions and solutions to difficulties
- Dynamic optimization of monitoring schemes: It is recommended to evaluate data trends every quarter and increase the monitoring frequency for indicators with fluctuations of >20%
- LDAR implementation points: Prioritize the detection of gas-phase VOCs pipeline components and use infrared thermal imagers to improve the detection rate
- Data management: Establish an electronic ledger system to automatically associate production conditions with monitoring data
Compliance assurance measures
Key pollutant discharge units must complete the following by the end of 2023: ① Connect the online monitoring system of the total wastewater outlet to the Internet; ② Prepare an annual evaluation report on self-monitoring; ③ Publicize the detection data of unorganized emissions. For enterprises with an annual crude oil production of more than 500,000 tons, it is recommended to carry out automatic VOCs monitoring at the factory boundary.
