Introduction

Background of Standard Revision and Technological Evolution

HJ 2.2-2018 is the second revision of the 2008 version of the guidelines. It mainly responds to the requirements of laws and regulations such as the Air Pollution Prevention and Control Law, and strengthens the evaluation of secondary pollutants and the management of compliance areas. This revision highlights three major technological breakthroughs:

  • Evaluation method optimization: simplify the three-level evaluation process, and add secondary PM2.5 and O3 prediction methods
  • Management requirements refinement: distinguish the evaluation requirements for compliance/non-compliance areas, and improve the pollutant emission accounting system
  • Model system expansion: introduce the CALPUFF model to deal with special meteorological conditions, and add a photochemical grid model

Secondary pollutant evaluation requirements

When the coefficient method is used in the AERMOD model to estimate secondary PM2.5, please note:

  1. The default conversion coefficient for SO2 is 0.58, and that for NOx is 0.44
  2. When the emission is ≥500t/a, the secondary PM2.5 must be evaluated
  3. The planned project needs to simultaneously evaluate the O3 generation potential

Implementation suggestions

Key points for data collection

  • Meteorological data: Priority should be given to using the observation data of the National Meteorological Station for one year in a row; complex terrain requires verification of the WRF simulation results
  • Pollution source list: New projects shall be calculated according to the technical specifications of the pollution discharge permit; renovation and expansion projects shall verify the existing source strength
