实行核准、备案制管理的环境工程,其项目申请报告可参照本指南关于可行性研究报告文件的相关规定编制,其初步设计、施工图设计和工程预算文件内容和编制要求应执行本指南。
建设项目“三同时”配套的环境保护设施可参照执行本指南。
改扩建环境工程可参照执行本指南。

Key Technical Points
1. Process Selection Specifications
The standard requires comparison of at least three process technologies, with key evaluations on eight core indicators, including treatment efficiency, energy consumption index, and secondary pollution control. The recommended solution must explain its technical and economic rationality.
2. Special Engineering Design
For special projects such as hazardous waste treatment and contaminated site remediation, the following additional documents are required:
• Material balance calculation sheet
• Special design of anti-seepage system
• Environmental risk emergency plan
Implementation suggestions
- Geological hazard assessment and energy-saving special demonstration must be completed during the feasibility study phase
- A 10% basic reserve fund should be reserved for construction drawing design
- The online monitoring system must comply with the requirements of the "Administrative Measures for Automatic Monitoring of Pollution Sources"
Standard Evolution Analysis
Compared with previous versions, the 2015 version has the following major enhancements:
