This standard puts forward environmental protection requirements for raw materials and production process of plastic packaging products, product degradability, bio-carbon content, printing, identification, etc.

This standard is modified in relation to HJ/T 209-2005 Technical requirement for environmental labeling products - Packaging products, with the following main changes:

——The name and the application scope of the standard are adjusted;

——The requirements for raw materials and production process are added;

——The requirements for degradation index of degradation products are adjusted;

——The requirements for easy-to-recycle packaging are deleted;

——The requirements for biobased content of non-degradable products are added;

——The requirements for heavy metals, polybrominated biphenyls, polybrominated diphenyl ethers and solvent residues in products are added;

——The requirements for vinyl chloride and styrene monomer in products are added;

——The requirements for product identification are adjusted.

This standard was prepared by the Department of Science, Technology and Standards of the Ministry of Environmental Protection of the People's Republic of China.

This standard was approved by the Ministry of Environmental Protection of the People's Republic of China on December 11, 2017.

This standard has been implemented since March 1, 2018.

The Ministry of Environmental Protection of the People's Republic of China is in charge of the interpretation of this standard.

The previous editions of standards replaced by this standard are as follows:

Technical requirement for environmental labeling products - Plastic packaging products

1 Application scope

This standard specifies the terms and definitions, basic requirements, technical contents and inspection methods of environmental labeling products for plastic packaging products.

This standard is applicable to packaging products mainly made of plastic.

2 Normative references

The following normative documents contain provisions which, through reference in this text, constitute provisions of this standard. For undated references, the latest editions apply.

3 Terms and definitions

For the purposes of this standard, the terms and definitions given in GB/T 4122.1-2008 and the followings apply.

3.1 plastic packaging products

packaging products mainly made of plastic materials

4 Basic requirements

4.1 The products shall meet the requirements of corresponding quality, safety and hygiene criteria.

4.2 The pollutant emission of the product manufacturer shall conform to the national or local pollutant emission standards.

4.3 The product manufacturer shall strengthen cleaner production in the production process.

5 Technical contents

5.1 Requirements for raw materials and production process

5.1.1 Thermosetting plastics and foamed plastics shall not be used as raw materials of non-degradable plastic packing.

5.1.2 Azo dyes that can be decomposed into carcinogenic aromatic amines listed in Annex A shall not be used in the production process of products.

5.1.3 Phthalic ester plasticizer listed in GB/T 21928 shall not be added to food packaging.

5.1.4 Phthalic ester plasticizer listed in Annex B shall not be added to non-food packaging.

5.1.5 The recess printing process of products shall meet the requirements of HJ 2539.

5.2 Product requirements

5.2.1 Lead, cadmium, mercury, hexavalent chromium and their compounds, polybrominated biphenyls, polybrominated diphenyl ethers, solvent residues, etc. in the products shall meet the requirements of GB/T 10004.

5.2.2 The vinyl chloride monomer content in polyvinyl chloride (PVC) products shall meet the requirements of GB 9681, and the styrene monomer content in polystyrene products shall meet the requirements of GB 9692.

5.2.3 Degradable plastic packaging shall meet the requirements for degradation performance specified in GB/T 20197.

5.2.4 Bio-carbon content in non-degradable plastic packaging shall be greater than 20%.

5.3 The product identification shall meet the requirements of GB/T 16288.

6 Inspection method

6.1 Technical contents for testing in 5.2.1 shall comply with GB/T 10004.

6.2 Technical contents for testing of vinyl chloride monomer in 5.2.2 shall comply with the method specified in GB 9681, and of styrene monomer shall comply with the method specified in GB 9692.

6.3 Technical contents for testing in 5.2.3 shall comply with GB/T 20197.

6.4 Technical contents for testing of bio-carbon content in 5.2.4 shall comply with the method specified in GB/T 29649-2013.

6.5 Other requirements in the technical content shall be verified by document review combined with on-site inspection.
