Introduction

Background of Standard Revision and Technological Evolution

As the second revision of the 2014 version of the guidelines, HJ 24-2020 has the following major adjustments:

  • The word "engineering" is deleted from the standard name to highlight the technical attributes
  • Evaluation requirements for new equipment such as Gas Insulated Metal Enclosed Transmission Lines (GIL) are added
  • Surface water environmental impact assessment is strengthened, and special requirements for public participation are deleted

Analysis of core content

1. Delineation of evaluation scope

2. Electromagnetic environment hierarchical evaluation

Three-level evaluation is implemented according to the voltage level and sensitive target distribution:

  • First-level evaluation: 500kV and above outdoor stations or lines in sensitive areas, full-factor actual measurement + prediction is required
  • Third-level evaluation: 110kV indoor stations/underground cables, simplified analysis can be performed

Key technical requirements

1. Electromagnetic prediction method

Taking the mirror image method recommended in Appendix C as an example, the following should be considered when calculating the power frequency electric field of the AC line:

  1. Calculation of equivalent radius of split conductor (Formula C5)
  2. Construction of potential coefficient matrix (Formula C2-C4)
  3. Complex voltage decomposition (Formula C8-C9)

Implementation suggestions

1. Principle of avoiding sensitive targets

  • Maintain a clear distance of more than 20m between 500kV lines and residential areas
  • No new schools or hospitals should be built within 50m outside the converter station wall

2. Configuration of environmental protection facilities

Key points to be set up: accident oil pool (volume ≥ maximum oil volume of a single device), SF6 gas recovery device, underground cable anti-eddy current measures, etc.
