Introduction
Core changes in the standard revision
| Revision dimensions | HJ 682-2014 | HJ 682-2019 |
|---|---|---|
| Standard name | Terminology for contaminated sites | Terminology for risk control and remediation of soil pollution in construction land |
| Addition and deletion of terms | Delete "site" and "potentially contaminated site" | Add 12 terms including "construction land" and "remediation plan" |
| Definition updates | Use the 2014 version of the definition | Modify 9 definitions such as "topsoil" and "exposure pathways" |
Analysis of key technical terms
2.1 Basic concept system
Construction land is clearly defined as land for building buildings and structures, including six categories such as urban and rural residential, industrial and mining land. Compared with the 2014 version, the scope of application of the term is expanded from "site" to the scope of statutory planning land.
2.4 Risk Assessment System
Newly added the concepts of risk screening value and risk control value classification:
- Screening value: ≤10-6 carcinogenic risk or HQ≤1 non-carcinogenic risk
- Control value: >10-5 carcinogenic risk requiring immediate intervention
2.5 Remediation Technology System
in situ remediation typical application case:
A chemical plant chlorinated hydrocarbon pollution adopted a combined process of circulating well technology + chemical oxidation, and the DNAPL phase removal rate reached 92% within 6 months
Implementation recommendations
- Investigation phase: give priority to the stratified point distribution method, and VOCs polluted plots should be equipped with < b class=instrument>soil vapor extraction rapid screening
- Evaluation phase: focus on < b class=instrument>sensitive receptor exposure parameters, and take the children's oral intake coefficient as 200mg/day
- Remediation phase: select DNAPL/LNAPL differentiated technical routes according to NAPL phase density
