本标准规定了铝冶炼排污单位排污许可证申请与核发的基本情况填报要求、许可排放限值确定、实际排放量核算、合规判定的方法以及自行监测、环境管理台账与排污许可证执行报告等环境管理要求，提出了铝冶炼行业污染防治可行技术要求。
本标准适用于指导铝冶炼排污单位填报《排污许可证申请表》及网上填报相关申请信息，适用于指导核发机关审核确定铝冶炼工业排污单位许可证许可要求。
本标准适用于以铝土矿为原料生产氧化铝、以氧化铝为原料生产电解铝的冶炼企业或生产设施排放的大气污染物和水污染物的排污许可管理，本标准不适用于铝用碳素排污单位的排污许可证申请与核发工作。
铝冶炼排污单位中，对于执行GB 13223的生产设施或排放口，适用《火电行业排污许可证申请与核发技术规范》。
本标准未做出规定但排放工业废水、废气或者国家规定的有毒有害大气污染物的铝冶炼排污单位其他产污设施和排放口，参照《排污许可证申请与核发技术规范 总则》执行，在《排污许可证申请与核发技术规范 锅炉工业》发布前，热水锅炉和65t/h及以下蒸汽锅炉参照本标准执行，发布后从其规定。

Scope

This standard specifies the basic requirements for filling in the application and issuance of emission licenses for aluminum smelting emission units, determination of permitted emission limits, accounting of actual emissions, technical methods for compliance determination, as well as self-monitoring, environmental management ledgers and emission license execution Reports and other environmental management requirements put forward feasible technical requirements for pollution prevention and control by aluminum smelting units. This standard is applicable to guide aluminum smelting pollutant discharge units to fill in the "Pollution Discharge License Application Form" and fill in relevant application information online. It is suitable to guide the issuing authority to review and determine the pollutant discharge license requirements for aluminum smelting industry pollutant discharge units. This standard applies to the emission permit management of air pollutants and water pollutants discharged by smelting enterprises or production facilities that use bauxite as raw material to produce alumina and alumina as raw material to produce electrolytic aluminum. This standard does not apply to the application and issuance of emission permits for carbon emission units using aluminum. Among aluminum smelting pollutant discharge units, for production facilities or discharge outlets that implement GB13223, the "Technical Specifications for Application and Issuance of Pollutant Discharge Licenses in Thermal Power Industry" shall apply. This standard does not provide for other pollution-producing facilities and discharge outlets of aluminum smelting industry pollution-discharging units that discharge industrial wastewater, waste gas, or toxic and harmful air pollutants specified by the state, and shall be implemented with reference to the "General Principles of Technical Specifications for Application and Issuance of Pollutant Discharge Licenses". Before the issuance of "Technical Specifications for Application and Issuance of Pollutant Discharge Licenses for the Boiler Industry", hot water boilers and steam boilers of 65t/h and below shall be implemented with reference to this standard, and shall follow its provisions after issuance.
