Introduction
Background of Standard Revision and Technological Evolution
HJ 91.1-2019 is the first revision of the sewage monitoring part in the 2002 version of HJ/T 91-2002. The main technical evolutions include:
| Revision Dimensions | 2002 Version | 2019 Version |
|---|---|---|
| Monitoring Scheme | Not independently stipulated | New complete chapter |
| Sampling and Preservation | Dispersed Description | New Appendix A System Specifications |
| Quality Control | Basic Requirements | Detailed 10 quality control measures including full-procedure blanks |
Analysis of Core Technical Requirements
Specifications for Sampling Point Setting
The standard specifies the requirements for setting three types of monitoring points:
- Discharge port setting: must meet the flow meter installation conditions, open channel section length ≥3-5m
- Toxic Substance Monitoring: Double points at the outlet and main outlet of the workshop pretreatment facility
- Rainwater Discharge: implement rainwater and sewage diversion, and set points for treated rainwater according to 5.2.1
Innovation in monitoring and sampling technology
Case study: In the wastewater monitoring of a chemical enterprise, in view of the large fluctuation of CODcr concentration, an interval ratio mixed sampler was used to automatically adjust the sampling ratio according to the flow rate change. The final measured daily average concentration error was 42% lower than that of instantaneous sampling.
Comparison of sampling technologies recommended by the standard:
| Sampling method | Applicable scenarios | Technical points |
|---|---|---|
| Instantaneous sampling | Intermittent emission/emergency monitoring | Single sampling time≤15min |
| Isochronous mixing | Flow change <20% | Time interval error ≤5% |
| Equal proportion mixing | Large flow concentration fluctuations | Need to connect to online flowmeter |
Implementation suggestions and quality control points
Quality assurance system construction
- Each batch of samples must contain 10% parallel samples and full procedure blanks
- When using equipment such as atomic absorption spectrometer, the calibration curve must be made on the same day
- Microbial samples must be sterilized in separate containers and stored for ≤24h
Special project treatment plan
For volatile organic compounds:
- Use zero headspace sample bottles
- Add 1+10 HCl to adjust pH≤2
- Add 0.01-0.02g ascorbic acid to remove residual chlorine
