本标准规定了锡冶炼排污单位排污许可证申请与核发的基本情况填报要求、许可排放限值确定、实际排放量核算、合规判定的方法以及自行监测、环境管理台账与排污许可证执行报告等环境管理要求，提出了锡冶炼排污行业污染防治可行技术。
本标准适用于指导锡冶炼排污单位填报《排污许可证申请表》及在全国排污许可证管理信息平台申报系统中填报相关申请信息，适用于指导核发机关审核确定锡冶炼排污单位排污许可证许可要求。
本标准适用于以锡精矿、锡中矿等为原料生产粗锡、精锡和焊锡排污单位排放的大气污染物和水污染物的排污许可管理，不适用于以废旧锡物料为原料的再生冶炼排污单位的排污许可证申请与核发工作。
本标准未做出规定但排放工业废水、废气或国家规定的有毒有害大气污染物的锡冶炼排污单位其他产污设施和排放口，参照《排污许可证申请与核发技术规范总则》执行；在《排污许可证申请与核发技术规范锅炉工业》发布前，热水锅炉和65t/h及以下蒸汽锅炉参照本标准执行，发布后从其规定。
