本标准规定了企业突发环境事件风险分级的程序和方法。
本标准适用于对可能发生突发环境事件的企业进行环境风险分级。适用对象为涉及生产、加工、使用、存储或释放附录A中突发环境事件风险物质的企业。事业单位可参照本标准进行突发环境事件风险分级。
本标准不适用于军事设施、石油天然气长输管道、城镇燃气管理、核设施与加工话射性物质的单位，不适用于从事危险化学品运输或搬运（如港口装卸）的载具或单位。

Scope

This standard specifies the procedures and methods for grading the risk of environmental emergencies in enterprises. This standard is applicable to the environmental risk classification of enterprises that may suffer from environmental emergencies. Applicable objects are enterprises involved in the production, processing, use, storage or release of substances at risk of environmental emergencies in Appendix A. Public institutions may refer to this standard to classify the risk of environmental emergencies. This standard does not apply to military facilities, long-distance oil and gas pipelines, urban gas pipelines, nuclear facilities and units that process radioactive materials. It does not apply to vehicles or units engaged in the transportation or handling of hazardous chemicals (such as port loading and unloading).
