Scope
This specification stipulates the purpose, basic principles, content, procedures and methods of environmental risk assessment of construction projects. This specification is applicable to the environmental risk assessment of new construction, reconstruction, expansion and technological transformation projects (excluding nuclear construction projects) involving the production, use, storage and transportation of toxic, harmful, flammable and explosive substances. New construction, reconstruction, expansion and technological transformation projects mainly refer to chemical raw materials and chemical crystal manufacturing, oil and natural gas mining and refining, information chemical manufacturing, chemical fiber manufacturing in the "Environmental Protection Management Directory of Construction Projects" promulgated by the State Environmental Protection Administration Manufacturing, non-ferrous metal smelting and processing, mining industry, building materials and other new construction, reconstruction, expansion and technological transformation projects. This technical guideline serves as the technical basis for the preparation and review of the environmental risk assessment chapter of the environmental impact report for construction projects.
