Scope
This standard specifies the general principles, content, procedures and methods for environmental risk assessment of construction projects. This standard applies to the environment where sudden accidents (excluding accidents caused by man-made sabotage and natural disasters) may occur in construction projects involving the production, use, and storage (including the use of pipeline transportation) of toxic, hazardous, flammable and explosive hazardous substances. Risk Assessment. This standard does not apply to ecological risk assessment and environmental risk assessment of nuclear and radiation construction projects. For construction projects that have technical specifications for environmental risk assessment in specific industries, the general principles stipulated in this standard apply. Environmental risk assessment in relevant planning environmental impact assessments may refer to this standard. 2 4.5.1 Scope of atmospheric environmental risk assessment: Level one and level two assessments are generally not less than 5 km away from the construction project boundary; level three assessment is generally not less than 3 km away from the construction project boundary. The first and second level evaluations of oil, gas and chemical transportation pipeline projects are generally not less than 200 m from both sides of the pipeline centerline; the third level evaluation is generally not less than 100 m from both sides of the pipeline centerline. When the predicted arrival distance of the atmospheric toxicity endpoint concentration exceeds the evaluation
