本标准规定了石油炼制业建设项目竣工环境保护验收技术工作范围确定、执行标准选择的原则；工程及污染治理、污染物排放分析要点；验收监测布点、采样、分析方法、质量保证及质量控制、结果评价技术要求；验收检查和调查主要内容以及验收技术方案、报告编制的要求。
本标准适用于石油炼制业新建、改建、扩建和技术改造项目竣工环境保护验收。
石油炼制业建设项目环境影响评价、初步设计、竣工后的日常环保管理性监测可参照本标准。

Scope

This standard specifies the principles for determining the scope of environmental protection acceptance technology work and selecting implementation standards for completed petroleum refining industry construction projects; engineering and pollution control, pollutant emission analysis requirements; acceptance monitoring layout, sampling, analysis methods, quality assurance and quality control , technical requirements for result evaluation; main contents of acceptance inspection and investigation, as well as requirements for preparation of acceptance technical plans and reports. This standard is applicable to the environmental protection acceptance of completed new construction, reconstruction, expansion and technical transformation projects in the petroleum refining industry. The environmental impact assessment, preliminary design, and post-completion daily environmental management monitoring of petroleum refining industry construction projects may refer to this standard.
