本标准规定了造纸工业建设项目竣工环境保护验收技术工作范围的确定、执行标准选择的原则；工程及污染治理、排放分析要点；验收监测布点、采样、分析方法、质量控制及质量保证、监测结果评价的技术要求；验收调查主要内容及方案、报告编制的技术要求。
本标准适用于造纸工业的制浆、造纸和制浆造纸联合企业（不含林纸一体化的林基地建设）的新建、改扩建以及技术改造等建设项目的竣工环境保护验收工作。

Scope

This standard specifies the determination of the scope of technical work for environmental protection acceptance of completed papermaking industry construction projects and the principles for selection of implementation standards; key points of engineering and pollution control and emission analysis; acceptance monitoring layout, sampling, analysis methods, quality control and quality assurance, and monitoring results Technical requirements for evaluation; main content of acceptance survey and technical requirements for preparation of plans and reports. This standard is applicable to the completed environmental protection acceptance of construction projects such as new construction, reconstruction and expansion, and technological transformation of pulping, papermaking and pulping and papermaking joint enterprises in the papermaking industry (excluding the construction of forest bases integrating forestry and paper).
