Introduction

Interpretation of the core content of the standard

This specification establishes a standardized data collection system for catastrophic risks in the petroleum and petrochemical industries, which includes three core modules:

Module Data level Collection requirements
Basic information Location attributes of the target object Required fields account for 78%
Risk classification 7 major categories of special risks Extension of 5 industry characteristics
Target classification 4-level coding system Support dynamic grading

Key technical features

1. Data standardization architecture

Adopts the GB/T 1.1-2009 standard framework and defines 5 basic data types:

  • Character type (Cn): maximum length limit
  • Date type (YYYY-MM-DD)
  • Numeric type (±15 digits of precision)
  • Integer type (32-bit range)
  • Percentage type (pure numeric value)

2. Risk classification innovation

Added industry-specific risks based on JR/T0054:

Blowout (code 15), leakage (code 16) and poisoning (code 17), and corresponding product systems such as drilling platform insurance (code 121).

Implementation and application suggestions

Data collection priority management

Differentiate data collection levels according to business scenarios:

Priority Applicable scenarios Sample fields
P1 (Mandatory) Reinsurance/Model Development Cresta zoning, building structure
P2 (Recommended) Rate determination Subject category code, risk attachment

Industry adaptation suggestions

For Refining and Chemical Plants and other special targets, it is recommended to collect the following additional data:

  • Process safety rating data
  • Major hazard registration information
  • HAZOP analysis report

Standard Evolution Analysis

Compared with the 2009 version of the Catastrophic Code, the innovations of this standard are:

  1. Establish a four-level coding system (0600-1499) for special petroleum equipment
  2. Introduce a dynamic data collection mechanism for projects under construction
  3. Clear data quality verification rules (such as date format verification)
