Introduction

Standard Overview and Technical Background

This specification, as the fourth part of the "China Financial Mobile Payment "Networking Union"" series of standards, was formulated by the Science and Technology Department of the People's Bank of China and officially implemented in December 2012. In response to the cross-institutional data exchange needs that have emerged during the rapid development of mobile payment business, the standard uniformly stipulates the file exchange format between the transfer and clearing system and the networked institutions.

2. Key technical specifications

File naming rules

The structure of 34-byte basic name + 6-byte suffix name is adopted, among which:

  • Direction mark: "I" indicates transfer from clearing system to network institution, "O" indicates reverse transmission
  • Business classification: "F" commercial bank transaction, "N" payment institution transaction
  • Date code: YYMMDD format (example: IFD22010122ACOM)

Details of Typical File Formats

1. Ordinary Financial Transaction Details File

A record contains at least 32 key fields, including:

  • Amount field: 12 digits (including 2 decimal places)
  • Date and time: MMDDhhmmss format
  • Institution identification code: 11 digits (left-aligned and right-padded with spaces)

2. Offline consumption file security mechanism

Three-stage MAC verification is used:

  1. Files are grouped into 256 bytes and XORed
  2. The first 128 bytes generate the first 8-byte MAC
  3. The last 128 bytes generate the last 8-byte MAC

Standard evolution and implementation suggestions

Technical evolution route

Technical foresight has been taken into consideration when the standard was formulated:

  • Reserve the PBOC debit and credit standard interface
  • Support the exchange rate field for dual currency clearing (8 decimal places of precision)
  • Compatible with various payment media such as IC cards, magnetic stripe cards, and QR codes
