Introduction
Analysis of the core content of the standard
| Operation type | Key safety indicators | Special requirements |
|---|---|---|
| Bagged cement loading and unloading | Stacking distance ≥1m/Electrical distance ≥2m | Hook-throwing operation is prohibited/open-air operation is prohibited on rainy days |
| Bulk cement loading and unloading | Dust concentration ≤120mg/m³ | Special tank inspection/balanced loading control is required |
| Silo system | Lightning protection level II/manhole ≥ 0.6m | Interlock monitoring/air pressure 0.5-0.7MPa |
Technical evolution background
This standard was revised in 2001, focusing on strengthening three aspects: dust prevention and control (newly added GB16297 emission limits), mechanized operation (clarified equipment specifications such as pneumatic ship unloaders), occupational health (mandatory use of protective equipment). Compared with the 1992 version, 7 special clauses are added to bulk cement operations.
Key term explanation
Hook throwing operation: illegal operation of using the inertia of the crane to throw goods, which is easy to cause the packaging to break. Article 4.6.7 of the standard explicitly prohibits this, and offenders will be punished in accordance with the "Port Safety Management Regulations".
Silo lightning protection: According to the requirements of GB50057, the protection radius of the silo lightning arrester should cover the silo top breathing valve (actual case: a silo with a diameter of 15m needs to be equipped with 3 5m lightning rods).
Implementation suggestions
- Equipment selection: Bulk preferably uses a low-noise pneumatic conveying system (≤85dB)
- Training points: Silo operators need to master the emergency pressure relief valve operation (simulation drill once every quarter)
- Monitoring configuration: Ship loaders should be equipped with an eccentric load alarm device (automatic shutdown if the inclination is ≥3°)
