本标准规定了城市轨道交通运营突发事件应急预案的体系构成及各级预案要点、基本要求、编制程序及编制内容的要求。
本标准适用于省、市级人民政府及运营单位编制城市轨道交通运营突发事件应急预案工作。因地震、洪涝、气象灾害等自然灾害和恐怖袭击、刑事案件等社会安全事件以及其他可能影响城市轨道交通正常运营的突发事件的应急预案编制可参照使用。

Scope

This standard stipulates the system composition of emergency plans for urban rail transit operations and the key points, basic requirements, preparation procedures and preparation content requirements of all levels of plans. This standard applies to the preparation of emergency plans for urban rail transit operations by provincial and municipal people's governments and operating units (hereinafter referred to as "emergency plans"). This can be used as a reference for the preparation of emergency plans for natural disasters such as earthquakes, floods, meteorological disasters, social security incidents such as terrorist attacks, criminal cases, and other emergencies that may affect the normal operation of urban rail transit.
