本标准规定了机动车驾驶培训机构分类、主体资格、组织机构、岗位职责和管理制度、人员、教练车、教练场地、教学设施设备、理论教室、经营性教练场等基本条件。
本标准适用于从事民用机动车驾驶培训机构，不适用于专门的拖拉机驾驶培训学校、培训班，是道路运输管理机构对机动车驾驶培训机构资格许可和实施动态监督管理的依据。

Scope

This standard stipulates the basic conditions for motor vehicle driving training institutions such as classification, subject qualifications, organizational structure, job responsibilities and management systems, personnel, coaching vehicles, coaching venues, teaching facilities and equipment, theoretical classrooms, and commercial coaching fields. This standard applies to institutions engaged in civil motor vehicle driving training, but does not apply to specialized tractor driving training schools and training classes. It is the basis for road transportation management agencies to license and implement dynamic supervision and management of the qualifications of motor vehicle driving training institutions.
