本标准适用于珠江水系通航水域(含水库、湖泊)航行、停泊、作业的上述船舶及其所有人、经营人或管理人、船员和有关人员。其他内河船舶及其他水系船舶可参照执行。

As a mandatory technical specification, this standard has established a systematic response system for the safe operation of ships in the Pearl River system during thunderstorms and gale weather, mainly including three core modules:

Background of technical evolution
Due to the special geographical environment, the Pearl River system frequently experiences small and medium-scale severe convective weather from March to August. In history, there have been many ship accidents caused by sudden strong winds. The 2002 version of the standard included small passenger ferries in the specification for the first time, and innovatively proposed:
