本标准适用于承运人或地面服务代理人在机场控制区内开展的危险品货物航空运输存储活动的安
全管理。
本标准不适用于:
a) 承运人或地面服务代理人从事危险品货物仓储经营活动的管理;
b) 航空器材中危险品的存储管理,但当航空器材中的危险品作为危险品货物进行航空运输时,应当按照本标准进行存储管理;
c) 邮件航空运输存储管理;
d) 行李中危险品的存储管理;
e) 危险品货物在机场控制区内且在危险品货物航空运输存储场所之外操作过程中的临时放置。

Key technical points
The standard clearly requires that storage places should be equipped with explosion-proof ventilation systems and automatic alarm devices, and radiation monitoring equipment should be additionally installed for the storage of radioactive materials. The distance between buildings should be determined by the hazard index method, and explosive storage warehouses must meet the minimum isolation distance of 2.0m.
Special provisions for lithium battery storage
Lithium battery cargoes that comply with packing instructions 967/970 enjoy area exemptions, but UN3480/3090 lithium batteries must strictly limit storage volume (<10 tons) and are prohibited from being stored together with 5.1 oxidants.
Implementation recommendations
- Establish a three-dimensional electronic ledger system to achieve real-time location tracking of hazardous materials
- Carry out isolation storage drills every quarter, focusing on verifying the isolation matrix in Appendix A
- Configure anti-corrosion fire-fighting equipment to prevent secondary reactions caused by leakage of acid and alkali substances
Standard evolution analysis
Compared with the old version, the 2020 version adds major hazard source identification requirements (refer to GB18218), strengthens the disposal process of unmanned hazardous materials, and aligns the lithium battery storage specifications with the ICAO 2021-2022 version of TI.
