MH/T 3033-2023 is an industry standard developed by the Civil Aviation Administration of China to standardize the interface connection of the administrative approval service platform, aiming to achieve data interoperability and business collaboration between the administrative approval systems of the Civil Aviation Administration and regional administrations. The standard is based on GB/T 1.1-2020 and will be officially implemented on August 1, 2023.

1. Administrative approval coding system

The standard constructs a four-level coding structure:

Among them, the item type codes are divided into detailed categories, including 10 types of administrative power items such as administrative license (01) and administrative punishment (02) and public service items (20).

2. Data exchange specifications

The standard requires the use of database table exchange method, with at least one incremental update per day. Key data tables include:

caac_pro_accept: Acceptance information table
caac_pro_result: Result information table
caac_pro_material: Material catalog information table

The data reconciliation mechanism ensures data consistency through the batch number (Cd_batch) and synchronization time (Cd_time) fields.

3. Electronic certificate system connection

The standard defines 13 types of RESTful interfaces, mainly including:

Certificate upload service (supports OFD/PDF format)
Certificate retrieval based on certificate holder code
Certificate annotation download service
Certificate status verification service

The interface uses SM2 asymmetric encryption, and the return value contains a standardized status code (such as "0" for success and "10" for no certificate found).

Use the certificate type code "111" (resident identity card) in Appendix A.9 to verify the identity of the certificate holder, and verify the authenticity of the training record through the certificate verification interface.
