Introduction

Background of Standard Revision and Technological Evolution

This standard replaces MH 6004-1996 version. The main technical upgrades include:

  • The referenced standards are updated synchronously with the current national standard system
  • Added technical requirements for equipment such as flow calibration device
  • Establish an ABC classification management system for measuring equipment (Appendix A)
  • Introduce a metrological audit system (Appendix C)

Comparison of core management frameworks

Management Dimensions 1996 Edition 2005 Edition
Measurement Equipment Management Basic Accounting Requirements ABC classification management + longest confirmation interval
Lose control Simple classification Natural/non-natural loss subdivision + regional/seasonal correction factor
Technical means Manual measurement is the main method Automatic measuring device is allowed (with the same accuracy as manual)

Key measurement operation specifications

Oil height measurement correction example

The oil height of a certain aviation fuel storage tank is measured to be 8.520m, and the temperature of the steel tape is 32℃. Correction is made according to the standard formula:

Hactual = 8.520 × [1 + 0.0000127 × (32 - 20)] = 8.5213m

The temperature correction is 1.3mm, which exceeds 1/3 of the 0.3% tolerance range of aviation fuel handover

Innovation in natural loss management

The standard establishes a three-dimensional loss control system for the first time:

  1. Regional division: Three major climate zones: Class A (South China), Class B (North China), and Class C (Northwest China)
  2. Seasonal coefficient: Differentiated loss rates in summer and autumn (April-September) and spring and winter
  3. Altitude correction: >1000m areas are compensated at a coefficient of 1.21-1.76

Implementation suggestions

Measurement equipment management

  • Class A equipment (such as class=instrument>Trade settlement flowmeters) must be calibrated compulsorily
  • Establish a dynamic management system for electronic ledgers to ensure that the calibration cycle is controllable

Loss control optimization

  • Transportation losses are calculated using the "50km segment accumulation method"
  • Monthly inventory must be conducted at 24:00 when the pipeline is full
