Introduction

Interpretation of the core content of the standard

MH/T 6110-2015 is the first industry standard in my country's civil aviation field specifically for the operation and management of aviation fuel pipelines. Its technical framework includes three core modules:

Module Key Requirements Implementation Points
Trial Operation Management Clause 4.1-4.4 Special acceptance must be completed and a double-blind testing mechanism must be established
Daily Operation Chapter 5 SCADA system real-time monitoring of pressure fluctuations ≤0.2MPa
Integrity Management Chapter 8 Corrosion rate prediction model needs to be established

Analysis of key technical requirements

1. Special provisions for trial operation

Standard 4.3.2 clearly requires that filter separators should not be put into use during the initial trial operation. This regulation originated from a fuel contamination accident caused by filter element impurities at an airport in 2012. In practical applications, a three-level flushing procedure is recommended:

Case: During the trial operation of a pipeline at a hub airport, three weld defects were found through segmented pressure testing to avoid leakage risks after commissioning.

2. Innovative requirements for cathodic protection

The protection potential range of -0.85V~-1.20V specified in clause 5.6.2 is more stringent than that of API RP 1632. In practice, it should be noted that:

  • When the soil resistivity is greater than 50Ω·m, a strip anode should be used
  • A polarity drain should be installed in the AC interference area

Analysis of standard evolution

This standard introduces the concept of pipeline integrity management for the first time (clause 3.2), reflecting the shift from accident response to risk prevention. Compared with the 2008 version of the industry guide, the main progress is:

Dimensions Old version MH/T 6110-2015
Inspection cycle No mandatory regulations External inspection 5 years/internal inspection 8 years
Data collection Manual recording Mandatory configuration of SCADA system
Emergency response 4 hours in place 2 hours response time limit

Implementation suggestions

  1. Digital management: It is recommended to establish a GIS system to integrate the detection data required by Article 6.6
  2. Staff training: Special attention should be paid to the qualification requirements of line inspectors stipulated in Article 5.2.4
  3. Technology upgrade: Intelligent internal detection should be implemented first for pipelines that have been in operation for more than 20 years (Article 6.5)
Best practice: An aviation fuel company has increased the leakage location accuracy required by Article 5.1.2 to ±50 meters by deploying an acoustic leakage monitoring system.
