Article 1 The Measures is formulated pursuant to the Metrology Law of the People's Republic of China and by reference to the prevailing international practices for the purpose of protecting the lawful rights and interests of consumers, producers and sellers and regulating the metrological supervision and administration of products in prepackages with fixed content.

Article 2 The production and selling of products in prepackages with fixed content and the metrological supervision and administration of products in prepackages with fixed content carried out within the territory of the People's Republic of China shall be governed by the Measures.

The term “products in prepackages with fixed content” as mentioned in the Measures refers to those pre-packed commodities with uniform mass, volume, length, acreage, numbering label and other marks within a certain quantitative scope for the purpose of selling.

Article 3 The General Administration of Quality Supervision, Inspection and Quarantine shall conduct uniform supervision and administration of the work relating to the measurement of products in prepackages with fixed content across the country.

The local quality and technical supervision departments at or above the county level shall conduct supervision and administration of the work relating to the measurement of products in prepackages with fixed content within their own jurisdictions.

Article 4 A producer or seller of products in prepackages with fixed content shall strengthen metrological administration, have the metrological inspection equipment corresponding to the production of products in prepackages with fixed content, and ensure that the products in prepackages with fixed content produced or sold are consistent with the Measures.

Article 5 A producer or seller of products in prepackages with fixed content shall correctly and clearly indicate the net quantitys of the products in prepackages with fixed content at prominent places of the commodity packages.
