1. Principle of taking the higher of two indicators
The final level is determined by the formula G=max(Gw,Gv), where:
- Gw: Wind impact level (based on the higher of the average wind speed or the gust speed)
- Gv: Visibility impact level
2. Wind speed observation specification
Use 2-minute average wind speed and 3-second gust wind speed as dual indicators. When the judgment levels of the two are inconsistent:
- Take the higher level as the final wind impact level
- For example: if the average wind speed is level 6 (10.8m/s) but the gust reaches level 8 (17.5m/s), it will be judged as level 8
