Standard positioning: This standard establishes a quantitative assessment framework for meteorological risks in ship pilotage operations, and achieves objective grading of meteorological impacts through the wind force-visibility matrix model.

Key Technical Points

1. Principle of taking the higher of two indicators

The final level is determined by the formula G=max(Gw,Gv), where:

  • Gw: Wind impact level (based on the higher of the average wind speed or the gust speed)
  • Gv: Visibility impact level

2. Wind speed observation specification

Use 2-minute average wind speed and 3-second gust wind speed as dual indicators. When the judgment levels of the two are inconsistent:

  • Take the higher level as the final wind impact level
  • For example: if the average wind speed is level 6 (10.8m/s) but the gust reaches level 8 (17.5m/s), it will be judged as level 8
