Introduction
Interpretation of the core content of the standard
QX/T560-2020 is the first safety standard in my country's meteorological industry specifically for lightning protection device inspection operations. It systematically constructs a complete safety system including equipment operation such as ground resistance tester, personnel protection, and special site inspection.
Comparison of key safety control dimensions
| Operation type | Core risk | Protective measures | Instrument requirements |
|---|---|---|---|
| Dangerous places at heights | Falling, object impact | Double-hook safety belts, non-slip shoes, time-limited operation | Portable equipment ≤5kg |
| Explosion-hazardous places | Static sparks, gas explosion | Anti-static clothing, gas detection first | Explosion-proof instruments |
| Distribution room detection | Electric shock, arc injury | Insulation tools, electrical testing procedures | CAT III instruments |
Technology evolution and standard innovation
This standard takes into account the operational safety requirements of UAV detection technology for the first time, and adds clauses such as anti-interference of remote control equipment and flight restricted area setting for new detection methods. Compared with the basic standard GB/T21431-2015, special specifications for electromagnetic compatibility testing of data center computer rooms have been added.
Typical application cases
During the inspection of the storage tank area of a petrochemical enterprise, the inspection team strictly implemented the terms of Appendix C.2.1 and used the underground pipeline detector to confirm that the grounding electrode position was away from the oil pipeline to avoid safety accidents caused by piling operations.
Implementation suggestions
- Establish a three-level confirmation system before testing operations: site risk assessment → protective equipment inspection → emergency plan notification
- In high temperature environments, implement segmented testing according to the requirements of Appendix D, and rotate operators every 45 minutes
- For special building (structure) inspections, climbing path video records should be kept for reference
Key points for standard implementation
Focus on Article 5.2 Prohibited behaviors for high-altitude operations: high-risk operations such as climbing using scaffolding poles and moving crane booms. According to Appendix F, the use of ladders must meet the 75° inclination rule, that is, horizontal distance = 1/4 ladder height.
