Based on the GB/T 1.1-2020 standardization work guidelines, combined with 12 reference standards such as GB 50016, this standard constructs a complete e-commerce industrial base life cycle management system.

2. Talent matrix construction: Establish an order training mechanism for the four-party linkage of "government, business, school and enterprise"
3. Emergency management system: Establish a three-level response mechanism with reference to GB/T 37228
