本标准规定了炼油装置湿硫化氢环境使用的静设备，为抵抗硫化物应力开裂（SSC）、氢诱导开裂（HIC）和应力导向氢诱导开裂（SOHIC），在设计、材料、制造、检验等方面的要求。
本标准适用于炼油装置湿硫化氢环境中普通碳素钢、碳锰钢和复合材料制容器、球形储罐、热交换器和空冷器等静设备。本标准不包括湿硫化氢引起的电化学失重腐蚀和其他类型的开裂，也不包括在接触介质侧金属表面增加防腐涂层以防止基体材料腐蚀开裂的设备。
