1 Scope

This regulation stipulates the procedures of completion acceptance in petrochemical industry (hereinafter referred to as construction projects), the implementation of completion acceptance and the requirements of acceptance documents.

This regulation is applicable to the acceptance of completed construction projects such as construction, renovation, expansion and technical transformation.

3 Terms and definitions

For the purpose of this regulation, the following terms and definitions as well as those given in GB/T 50328 apply.

3.1
unit of project
project that has independent design documents, can be organized to construct independently, and can exert its production capacity or project benefits after completion in the construction project

3.2
subunit of project
project that has independent design documents and can be organized to construct independently, but cannot independently exert its production capacity or project benefits after completion

3.3
commissioning
production process with the production equipment of the construction project is based on the medium specified in the design documents, aiming at producing the products specified in the design documents

3.4
test run
production process from commissioning to completion acceptance or obtaining production licensing

 
3.5
inspection and acceptance of project to be handed over
acceptance of delivered project by the supervisor, project contractor and relevant units organized by the development organization according to the provisions of the project contract after the construction project has produced qualified products through commissioning, or has the conditions for use

3.6
specific inspection and acceptance
acceptance of fire protection, lightning protection, occupational health, safety, environmental protection and other facilities and their implementation effects of the construction project by the competent administrative department of the government.

3.7
performance guarantee test
activities of measuring and collecting data such as the designed production capacity, process indicators, product quality, equipment performance, automatic control level, consumption indicators and environmental protection indicators, and comparing, analyzing and evaluating them with the design value through the continuous operation within the specified period in the test run of petrochemical production devices

3.8
completion settlement
final project fund settlement between the contractor and construction organization after the contractor completes the contracted project in accordance with the contract and has passed the acceptance, .

3.9
final accounting on project completion
process by which the development organization compiles documents that comprehensively reflect all the construction costs, construction results and financial conditions of the completed project from the start of preparation to the delivery of the project and finally form the final accounts report, taking the quantity of physical objects and monetary indicators as the unit of measurement, in accordance with the relevant provisions of the state, and after the handover acceptance

3.10
final accounting audit on project completion
audit and supervision of the authenticity, legality and efficiency of the final accounting on project completion and the project construction by the audit department during the acceptance of completed construction projects

 
3.11
inspection for acceptance of completed project
process of completing the handover acceptance, specific inspection and acceptance, performance guarantee test, final accounting audit on project completion, archives acceptance of construction project, project acceptance conducted by relevant organizations and departments of the project organized by the project approval department or its authorized organization, passing the acceptance and signing the "Certificate for completion acceptance"
