Introduction

Analysis of the core content of the standard

Argumentation module First-level argumentation requirements Second-level argumentation requirements
Reasonableness of water use Water balance diagram of the whole system + single water use analysis Water balance analysis of major systems
Water intake source Multi-scheme comparison + risk plan Feasibility analysis + backup plan
Impact of water withdrawal Cumulative impact + ecological topic Emission compliance analysis

Key technical points

Analysis of water rationality

A three-level water balance system needs to be established: whole plant → subsystem → key unit, with key checks on:

  • Concentration ratio of circulating cooling system (should be controlled at 4-5 times)
  • Auxiliary machine cooling water make-up rate (≤0.5%)
  • Water intake per unit of power generation (compare with DL/T5513)

Implementation difficulties and countermeasures

Handling of special situations

Direct current cooling project requires special demonstration:

  1. Quantitative analysis of ecological base flow impact is required when water intake is >10% of available water supply
  2. A two-dimensional/three-dimensional diffusion model needs to be established for warm wastewater
  3. It is strictly forbidden to set up water intakes in fish spawning areas

Analysis of standard evolution

Compared with GB/T35580, this standard highlights:

  • Added classification indicators for biomass power generation projects (installed capacity ≥150MW is classified as level one)
  • Strengthen the requirements for recycled water utilization (accounting for ≥70% is certified as level one)
  • Clarify the material balance verification method for "near-zero emission" projects
