Scope

1.0.1 This standard has been developed to ensure the continued reliable operation of dam safety monitoring systems and to standardize their evaluation. 1.0.2 This standard applies to the dam safety monitoring systems of Class 1, Class 2, and Class 3 earth-rockfill dams, as well as Class 1, Class 2, Class 3, and Class 4 concrete dams. Other dam classes may also apply as a reference. 1.0.3 The evaluation of dam safety monitoring systems includes an assessment of the reliability and completeness of monitoring facilities for deformation, seepage, stress and strain, temperature, environmental variables, and strong earthquakes, an evaluation of the operation and maintenance of monitoring facilities, and an evaluation of the monitoring automation system. 1.0.4 Dam safety monitoring systems should be regularly evaluated. The initial evaluation should be conducted within three years after system acceptance or commissioning. Subsequent evaluations should be conducted every three to five years, or as necessary, based on the operational performance of the monitoring system. Monitoring system evaluations should be conducted in conjunction with dam safety evaluations. 1.0.5 The organization responsible for evaluating dam safety monitoring systems should possess relevant qualifications or experience, and the personnel conducting the evaluations should possess relevant qualifications or professional experience. 1.0.6 The evaluation conclusions of dam safety monitoring systems are categorized as normal, essentially normal, and abnormal. Normal monitoring systems should continue to operate; basically normal monitoring systems can continue to operate and should be repaired and improved in a timely manner; abnormal monitoring systems should be updated and modified in a timely manner.
