Key technical requirements
1. Engineering management
Control of water delivery channels: When the sediment content is >70kg/m³, the flow rate should be controlled to be ≥ the non-silting flow rate. The water level during the northern glacial period shall not exceed the designed control water level.
2. Equipment management
Sprinkler irrigation equipment The operating pressure deviation should be ≤10%, and the pH of the micro-irrigation system must be neutralized to 6.5-7.5 after acid washing before discharge.

Information management
Requires the establishment of a three-level monitoring system: on-site control → centralized dispatch → remote management, data collection frequency:
- Water conditions: 1 time/hour during flood season
- Soil moisture conditions: 1 time/day during the critical growth period of crops

Implementation suggestions
- Renovation of old projects: Prioritize anti-seepage testing for channels that have been in operation for more than 20 years (Appendix A method)
- Multi-source water dispatching: Establish a surface water-groundwater joint dispatching model, and the proportion of well irrigation in dry years can be increased to 40%
- Drainage reuse: Drainage with mineralization > 3g/L should be mixed with fresh water, and the mixing ratio should be ≤1:2
