Scope

This standard is formulated to standardize the planning and design of resettlement of immigrants for land acquisition for water conservancy and hydropower project construction, save and intensively use land, put people first, properly resettle immigrants, and protect the legitimate rights and interests of immigrants and related parties for land acquisition for water conservancy and hydropower project construction. This standard applies to the planning and design of resettlement of immigrants for land acquisition for water conservancy and hydropower project construction. Linear projects such as water transmission and distribution lines, embankments, and small-scale water conservancy and hydropower projects in large and medium-sized water conservancy and hydropower projects can simplify requirements according to actual conditions. The construction of water conservancy and hydropower projects should follow the principle of saving and intensive land use, and minimize the number of construction land and immigrants. Temporary land should occupy as little arable land as possible, and in principle, permanent basic farmland and ecological protection red lines should not be occupied, and effective measures should be taken to reduce the area of land damage and the degree of land damage. The planning and design of resettlement of immigrants for land acquisition for water conservancy and hydropower project construction should meet the following requirements: 1 Based on the new development stage, implement the new development concept of "innovation, coordination, green, openness, and sharing", take people as the center, and coordinate the resettlement of immigrants. 2. Follow the relevant laws, regulations and policies of the state and provinces (autonomous regions and municipalities directly under the central government), listen extensively to the opinions of immigrants and residents in the resettlement areas, respect the production, lifestyle and customs of ethnic minorities, and properly handle the relationship between the state, the collective and the individual. 3. Implement the "Regulations on Land Acquisition Compensation and Resettlement of Immigrants for the Construction of Large and Medium-sized Water Conservancy and Hydropower Projects", implement the development-oriented immigration policy, adopt a combination of early compensation and subsidies with later support, properly resettle the production and life of immigrants, so that the living standards of immigrants reach or exceed the original level, and ensure the smooth construction of the project. 4. Adhere to the principles of sustainable development, green environmental protection, safety and reliability, technical feasibility and economic rationality. The planning and design of land acquisition and resettlement of immigrants for water conservancy and hydropower project construction should include the following main tasks: 1. Determine the scope of land acquisition for construction. 2. Identify the population and various physical objects within the scope of land acquisition for construction. 3. Analyze the impact of land acquisition for construction on the economy and society. 4. Participate in the demonstration of the project construction plan and scale. 5. Determine the resettlement planning plan. 6. Carry out the planning and design of rural immigrant resettlement, urban (town) treatment, enterprise (institution) unit treatment, special facility treatment, and protection engineering. 7. Carry out the design of reservoir bottom cleaning. 8 Propose measures for the development and utilization of reservoir waters and support measures for reservoir resettlers in the later stage. 9 Formulate and implement the overall progress and annual plan. 10 Propose a digital resettlement business application plan. 11 Prepare a rough estimate of compensation costs for land acquisition and resettlement. 12 Listen to (solicit) opinions from relevant parties.
