Scope

1.0.1 This standard is formulated to ensure land acquisition compensation and resettlement of migrants for water conservancy and hydropower project construction, safeguard the legitimate rights and interests of migrants, and standardize the physical survey of land acquisition and resettlement of water conservancy and hydropower project construction. 1.0.2 This standard applies to the physical survey of land acquisition and resettlement of water conservancy and hydropower project construction. 1.0.3 The physical survey of linear projects such as water transmission and distribution lines, embankments, and small-scale water conservancy and hydropower projects in large and medium-sized water conservancy and hydropower projects can be simplified according to actual conditions. 1.0.4 The main task of the physical survey of land acquisition and resettlement for construction is to find out the quantity and characteristics of various types of physical objects within the scope of land acquisition for construction, and to provide basic results for project scale demonstration, project design scheme comparison, regional economic and social impact assessment of project construction, preparation of resettlement plan for land acquisition and resettlement for construction, preparation of budget (estimate) of compensation costs for land acquisition and resettlement for construction, and implementation of land acquisition and resettlement for construction. 1.0.5 The main contents of the physical survey of land acquisition and resettlement for construction include reasonably determining the scope of the survey, collecting economic and social data on land acquisition and resettlement areas for construction projects, investigating the quantity and characteristics of various physical objects, presenting the survey results, analyzing the impact on the local economy and society, and compiling a physical survey report or chapter on land acquisition and resettlement for construction projects. 1.0.6 For projects with multiple schemes for comparison, physical surveys of the same depth should be carried out for each selected scheme during the scheme comparison. For reservoirs with flood control tasks and planned to set up flood control storage capacity above the normal water storage level, the quantity and distribution of relevant physical objects in the temporary flooding area of flood control dispatching should be statistically investigated. 1.0.7 The physical survey work at the feasibility study report stage should be carried out after the provincial people's government issues a notice prohibiting the addition of new construction projects and the migration of population in the project land and flooding areas (hereinafter referred to as the "stop construction order") and makes arrangements for the physical survey work. 1.0.8 The physical survey work of land acquisition and resettlement for construction should follow the principles of legality, objectivity, fairness, openness and accuracy. 1.0.9 In accordance with the regulations of the national and provincial people's governments, the results of physical surveys should go through the procedures of signing, publicizing, and confirming.
