Introduction
Analysis of the core content of the standard
| Prevention level | Division basis | Typical facilities | Protection requirements |
|---|---|---|---|
| Particularly important | Level I flood control standard+total storage capacity ≥1 billion m³ | Three Gorges Reservoir, etc. | 24-hour armed patrol+perimeter alarm |
| Important | Level II flood control standard+100 million m³≤storage capacity<1 billion m³ | Danjiangkou Reservoir, etc. | Daily inspection + video surveillance |
| General | Other water conservancy facilities | Small reservoirs, etc. | Basic human and physical defense |
Key technical requirements
Three-level prevention system: The standard innovatively proposes a dual mechanism of normal prevention and abnormal prevention, and implements the following for key areas such as dam hoist:
- Human defense: Annual training for full-time and part-time security personnel ≥4 days
- Physical defense: Anti-theft doors and windows + riot control equipment + quarterly fire inspections
- Technical defense: Video surveillance storage ≥90 days + intrusion alarm system
Recommendations for the implementation of the standard
1. Dynamic adjustment of levels: Re-evaluate the prevention level every year in combination with changes in flood control standards
2. Joint prevention and control: Establish a video surveillance sharing mechanism with the public security department
3. Emergency drills: Conduct special drills for scenarios such as water source poisoning every six months
