Technology Evolution and Implementation Key Points

Compared with the old version of the specification, this standard adds the Major Hazard Source Classification requirements, and explicitly adopts the GB18218 critical quantity ratio method for quantitative assessment. A typical case is that a hydropower station project identified the cofferdam construction as Level III risk through the LEC method, and the risk level was reduced to an acceptable range after targeted monitoring points were added.


Structured preparation process

  1. Data collection stage: Need to include 9 types of basic materials such as feasibility study report (Appendix A)
  2. Focus of on-site investigation: Verify the conformity of natural conditions with the general layout
  3. Report approval chain: Seal of the preparation unit → Signature of the technical person in charge → Filing of special projects by the construction unit

Special implementation suggestions

For reconstruction and expansion projects, special attention should be paid to:

  • The safety status assessment of existing facilities needs to be a separate chapter
  • The common engineering hazard sources are marked with red, yellow, blue and green colors
  • The investment budget needs to list special safety expenses separately (not less than 2.5% of the total project investment)
