Introduction
Standard Revision Background and Technological Evolution
This standard replaces SN/T 0749-2010. Major technical changes include: updated heavy metal detection methods, expanded physical property test items, and alignment of sampling plans with GB/T 2828.1. This revision is based on GB/T 1.1-2009, the Guidelines for Standardization, and forms a supporting framework with five other industry standards, including QB/T 2992.3.
Comparison of core inspection items
| Inspection dimensions | Pencil requirements | Crayon requirements | Test basis |
|---|---|---|---|
| Physical safety | Tip pulling force ≥8N | Breaking strength ≥2.5kgf | QB 1336 |
| Chemical safety | 8 items including lead, cadmium, chromium | 6 items of migratable elements | GB/T 26704 |
| Combustion performance | Not applicable | Burn rate ≤ 50mm/min | SN/T 2755.2 |
Explanation of key terms
AQL (Acceptance Quality Limit): According to Appendix B of the standard, the AQL values of pencil products are divided into:
- Class A defects (serious): AQL=6.5
- Class B defects (major): AQL=10
Case: A batch of exported colored pencils was found to have excessive lead content in 3 refills. The entire batch was deemed unqualified based on Class A defects.
Implementation suggestions for enterprises
- When establishing incoming material inspection specifications, it is necessary to reference the SN/T 2755 series standards simultaneously. 4688 sets limits on phthalates
- It is recommended to entrust CNAS laboratories to conduct type tests every quarter
Differences between the old and new standards
Main additions to the 2016 version compared to the 2010 version:
1. Added the test requirement for accessible sharp edges (Clause 4.3.2)
2. Modified the heavy metal detection method to microwave digestion-ICP method
3. Detailed handling procedures for unqualified imported products (Chapter 8)
