Introduction

Standard Overview

SN/T 2294.7-2016, Part 7 of the series of standards for the management of inspection and quarantine laboratories, specifically regulates the naming conventions for institutions such as National Key Testing Laboratories and Regional Central Laboratories. The standard was published on December 12, 2016, and implemented on July 1, 2017.

Definition of Core Terms

Term TypeDefinitionCorresponding English
National Key Testing LaboratoryThe highest level laboratory undertaking statutory inspection tasksState Key Testing Laboratory
Regional Central LaboratoryA laboratory responsible for technical guidance in a specific regionRegional Central Laboratory
Routine LaboratoryA laboratory conducting routine testing businessRoutine Laboratory

Detailed Explanation of Naming Rules

Naming of National Key Laboratories

It must include three core elements: institutional attributes + professional fields + administrative divisions, example:

  • Chinese: State Key Testing Laboratory of Toy (Shanghai)
  • English: State Key Testing Laboratory of Toy (Shanghai)

Naming of regional central laboratories

Two models are adopted:

  1. Professional fields + regional attributes: such as "South China Plant Quarantine Regional Central Laboratory"
  2. Institutional abbreviation + testing field: such as "Guangzhou Central Laboratory (Animal Quarantine)"

Implementation points

Case 1: A food safety testing laboratory applied for national accreditation. According to clause 5.3 of the standard, its English name should follow:
State Key Testing Laboratory of Foodborne Pathogenic Microorganism (Anhui)

Technological evolution: Compared with the 2009 version of GB/T 1.1, this standard adds:

  • Correspondence requirements for bilingual naming
  • Standardized expression of professional terminology
  • Linkage clauses with CNAS-IL06

Compliance recommendations

  1. Ensure consistency between Chinese and English terminology
  2. Avoid the use of ambiguous expressions such as "center", "key" and other non-standard terms
  3. Newly established laboratories should reserve 15% of naming expansion space
