Clause 5.2.1 specifies that risk assessments must include data collection from three dimensions: product attributes (physical/chemical properties), usage scenarios (contact mode, exposure frequency), and hazard types (health hazards, environmental hazards, etc.).
Example: When evaluating phthalates in children's toys, it is necessary to simultaneously consider their migration level (attribute), children's chewing behavior (scenario), and reproductive toxicity (hazard).

- Grading Threshold: Grade A hazards require that more than 60% of the key technical indicators exceed the standard
- Combined Assessment: When a product has multiple non-conformities, the highest level is used to determine the final risk level
- Dynamic Adjustment: Assessment parameters must be updated annually based on new cases (Appendix A lists 17 typical hazard categories)
Background of Standard Evolution
This standard is a special extension of GB/T 23694-2013, "Risk Management Principles and Implementation Guidelines," for the import and export commodity sector. By introducing the weight coefficient for non-conforming items (see Table 1) and the exposure pathway correction factor, it achieves a technical transformation from general risk management to commodity quality and safety assessment.
