SN/T 5291-2021 standard puts forward systematic technical requirements for the construction of customs radioactivity detection laboratories, mainly including:

  • Laboratory classification system (Class A/B)
  • Staff qualification and equipment configuration matrix
  • Radiation protection three-level control system
  • Radioactive waste disposal process

Key technical requirements

Radiation protection system

The standard adopts the ALARA principle (as low as reasonably practicable), and requires:

  1. Personal dose limit: average of ≤20mSv/year for 5 consecutive years
  2. The storage of Class V radioactive sources must meet the air kerma rate of ≤2.5μGy/h at 30cm
  3. Establish a three-level monitoring system (environmental/regional/individual)

Typical equipment configuration

Class A laboratories must be equipped with equipment such as liquid scintillation spectrometer, and their technical parameters must meet the following requirements

  • Detection efficiency: γ spectrometer ≥35%
  • Background count: α/β counter ≤0.5cpm

Implementation recommendations

Construction phase

1. The site should be away from residential areas by more than 500 meters
2. The walls should be protected by 20cm concrete
3. The radioactive source library should be managed by two people with two locks

Operation phase

• Conduct surface contamination detection every month
• Calibrate radiation monitoring equipment every quarter
• Annual emergency drills must cover source leakage scenarios
