Scope
This publication serves as a guide for those involved in the design and construction of new platforms for drilling, production, and storage of oil and gas in offshore areas, as well as the relocation of existing platforms. In addition, guidance is provided for the evaluation of existing platforms to determine, when necessary, whether the structure is "fit for purpose." Before the actual design begins, careful planning should be made so that a practical and economical offshore platform can be built to perform the intended functions. Preliminary planning should include the determination of all criteria on which the design of the platform will be based. The design criteria used here include all operational requirements and environmental conditions that may affect the detailed design of the platform. This recommended practice incorporates and makes extensive use of existing codes and standards that are accepted for engineering design and practice from the perspective of public safety.
