本标准规定了为铁路运输产生。调度指挥及经营管理提供的电信业务应当达到的服务质量的最低标准，是铁路运输通信主管部门及用户对通信服务质量实施监督的基本依据。
本标准适用于电信运营企业为铁路运输提供的通信业务以及由铁路运输企业自管的通信业务。

Scope

This standard stipulates the minimum service quality standards that telecommunications services provided for railway transportation production, dispatching, command, and operation management should achieve. It is the basic basis for the railway transportation communications authorities and users to supervise the quality of communication services. This standard applies to the communication services provided by telecommunications operating enterprises (hereinafter referred to as telecommunications enterprises) for railway transportation and the communication services managed by railway transportation enterprises themselves.
