本标准规定的技术条件可以保证公路运输的平面换装滚动单元适应铁路运输。
本标准所规定的滚动单元只能在铁路上特别规定的车辆上运输。铁路不承担滚动单元的换装作业。只能就其换装作业同铁路部门签订了特别协议，并且协议对换装作业的特殊条件进行了明确规定后，才可以例外。
本标准还对滚动单元的最大尺寸、在铁路车辆上的加固设施、承受力和识别标记等方面作了相关规定！

Scope

The technical conditions specified in this standard can ensure that the flat rolling unit for road transportation can be adapted to railway transportation. Rolling units specified in this standard can only be transported on specially designated railway vehicles. The railway is not responsible for the replacement of rolling units. Exceptions can only be made if a special agreement is signed with the railway department regarding the reloading operation and the special conditions for the reloading operation are clearly stipulated in the agreement. This standard also makes relevant provisions on the maximum size of rolling units, reinforcement facilities on railway vehicles, bearing capacity and identification marks.
