本文件适用于第三方评估机构对科技成果转化过程中科技成果的评估活动，其他类型的科技成果评估活动可参考使用。

Scope

The overall principles for the evaluation of scientific and technological achievements include the principle of classification evaluation, the principle of systematicity, the principle of combining quantitative and qualitative principles, the principle of traceability, etc. Requirements for scientific and technological achievement evaluation entities, including evaluation institutions, evaluation project teams, consulting experts, etc. The contents and methods of scientific and technological achievements evaluation include but are not limited to: technological maturity, technological innovation, technological advancement, intellectual property protection and team, etc. The process and requirements for the evaluation of scientific and technological achievements include activities such as accepting applications, formulating evaluation plans, collecting information, forming a consulting expert group, sub-item evaluation, on-site research (when necessary), forming evaluation reports, report review, delivery reports and follow-up services.
