Scope

The drafting of the "Guidelines for Corporate Social Responsibility of Cement Enterprises" fully integrates the characteristics of China's cement industry and enterprises, drawing on international and domestic social responsibility standards systems such as the UN Guiding Principles on Business and Human Rights, ISO 26000 Social Responsibility Guidelines, G4 Sustainability Reporting Guidelines, Guidelines for Corporate Social Responsibility, Guidelines for Writing CSR Reports, Guidelines for Categorizing CSR Performance, and Guidelines for Corporate Social Responsibility of Industrial Enterprises and Associations. It also references parts of the "Emission Standards for Air Pollutants from Cement Industry", "Guidelines for Corporate Social Responsibility", "Guidelines for Writing CSR Reports", "Guidelines for Writing CSR Reports of Cement Enterprises", and "Indicator System for Evaluating Corporate Social Responsibility of Cement Enterprises".

The main content of the Guidelines covers six sections: scope, normative references, terms and definitions, basic principles of corporate social responsibility, advancement of corporate social responsibility management, and key issues of corporate social responsibility.

In the section on scope, this standard describes the basic framework and application scope of the standard. As a recommended standard, it notes that "this standard does not exhaust all possible requirements in the area of corporate social responsibility, but can be used concurrently or complementarily with other relevant standards, systems, or initiatives," and emphasizes that "this standard does not add to or change the legal obligations of cement enterprises; nor does it confer any additional legal rights upon them. Additionally, cement enterprises may apply higher CSR requirements than those stipulated by law on the basis of complying with laws and regulations and in accordance with the principles outlined in this standard."

The section on normative references lists other standards cited during drafting, primarily including emission standards for air pollutants from cement industry (GB4915), Guidelines for Corporate Social Responsibility (GB/T36000-2015) and Guidelines for Writing CSR Reports (GB/T36001-2015), Guidelines for Writing CSR Reports of Cement Enterprises (T/CCAS××-2017, published concurrently), and Indicator System for Evaluating Corporate Social Responsibility of Cement Enterprises (T/CCAS××-2017, published concurrently). Lastly, the Guidelines address key issues of corporate social responsibility, which were identified by the drafting team based on characteristics of the cement industry and theories of CSR. Nine core issues are highlighted: fair and honest operations, product quality, innovation in science and technology, occupational health and safety, customer service, employee development, supply chain management, environmental protection, and community engagement and development. Cement enterprises should enhance their capacity and level of responsibility fulfillment by understanding and addressing these key issues.
