A、工厂建设模式
The construction mode of the factory can be categorized into self-built and delegated modes based on different construction subjects.
Self-built mode refers to a joint venture between the government and enterprises for factory projects, where the project company organizes and completes the entire engineering construction process.
Delegated construction mode involves a joint venture between the government's platform company and enterprises. During the construction period, it is handled by a delegated company from the platform company, which constructs the factory according to the design drawings provided by the project company; after the engineering passes inspection and meets national and industry standards (90 days), it will be handed over for use once its functions are confirmed.
B、工厂工程承包模式
It is recommended that the construction of the factory adopt an integrated engineering contracting model. Under this mode, the owner entrusts the entire project to a contractor who is responsible for designing, purchasing materials, and constructing the building. The contractor will ensure the progress, quality, safety, schedule, and cost of the construction. Ultimately, they will deliver a completed and inspected project that meets contract requirements and usage standards.
Project consultancy services should also be engaged during the construction process due to the specialized nature of large-scale cleanrooms in factory projects.
二、工厂选址要求
The selection of a factory site includes both site environmental requirements and basic infrastructure requirements (7 utilities and leveling).
Site environmental requirements include:
a) Site leveling;
b) Area requirements;
c) Water supply and drainage requirements;
d) Natural gas requirements;
e) Electrical requirements;
f) Water environment requirements;
g) Requirements for the recycling of hazardous materials;
h) Noise environment requirements;
i) Other.
Basic infrastructure requirements (7 utilities and leveling) refer to specific construction planning requirements, including:
a) Road access
b) Water supply
c) Drainage
d) Electricity
e) Communication
f) Gas supply
g) Hot water supply
h) Site leveling
(4) 工厂报批报建流程
The approval and registration process for the factory can follow the following sequence:
a) Project initiation procedures;
b) Procedures for obtaining a state-owned land use certificate;
c) Procedures for obtaining a construction land planning permit;
d) Procedures for obtaining a construction engineering planning permit;
e) Drawing review procedures;
f) Tendering and bidding procedures;
g) Construction project commencement procedures;
h) Environmental impact assessment procedures;
i) Energy consumption evaluation procedures;
j) Safety/occupational health evaluation procedures;
k) Fire safety approval procedures;
l) Other.
